Wage Garnishment is a common IRS tax collection tool (also called a Wage Levy or Garnishement). An IRS Wage Garnishment follows the same concept as a Levy. In this case a notice is sent to the taxpayer's employer, ordering them to withhold a certain amount of the taxpayer's wages, and pay it directly to the IRS. The employer cannot refuse the garnishment, if they do, the IRS can hold them personally liable for any money that should have been received by the IRS and was not.
